Cold-water tanks within the wider system

A cold-water storage tank is part of the wider supply system, not an isolated vessel. Its use, incoming supply, turnover, physical condition and connected pipework all matter, so sediment needs to be considered within the site’s water-risk assessment and maintenance arrangements.

HSE HSG274 Part 2 calls for annual inspection of cold-water storage tanks and for cleaning or remedial work when the condition indicates it is needed. It does not prescribe one routine cleaning interval for every tank regardless of installation or risk.

Sources of sediment and contamination

Debris, accumulated deposits, damaged covers and defective fittings are different findings. Removing visible sediment does not correct a route by which contamination is entering the tank or a defect elsewhere in the system.

Tank material, lining, cover condition, inlet and outlet arrangement, and recent maintenance or supply events can help explain what is found. Clear-looking water is not evidence of microbiological quality.

Cleaning and disinfection

Cleaning removes physical deposits. Disinfection serves a different purpose, and any verification afterwards follows the site’s water-system assessment and applicable controls. A tank should not be described as microbiologically safe from appearance alone.

Management of the water supply while the tank is unavailable, together with chemical, electrical, access and confined-space hazards, forms part of the wider work assessment rather than the cleaning result.

Return to service and verification

Inspection findings, any required testing and defects needing repair should be kept separate from the cleaning record. The wider water-management responsibilities continue after the physical tank clean has been completed.
