Sampling location and timing
A sample represents the place and time from which it was taken. Fuel near the normal outlet can differ from water, sludge or sediment at the bottom, so the sampling plan needs to match the question being asked.
Sampling must be carried out without unsafe opening, entry or exposure to uncertain contents. The results need to identify what was tested and the criteria used to interpret them.
Using the results
A failed result does not by itself determine the treatment. The response depends on the property affected, the condition of the tank and the intended fuel use. A clear-looking sample is not proof that the whole tank contains suitable fuel.

Can one sample describe the whole tank?

Will a test report tell me whether polishing will work?
It can help identify removable contamination, but the treatment decision also depends on the fuel condition, tank deposits and intended use.
Will a particle count establish microbial contamination?
No. It addresses particles, while microbial investigation requires a suitable separate method. The tests should follow the suspected problem.
